Top Rank signed Taylor so they could have him fighting in the US on ESPN.

He's not well known in the US right now, so they obviously wouldn't have been looking at this fight as a money maker, which made them vulnerable to being outbid by another promoter who wanted to stage it in the UK, where it would make money.

Looks to me like Arum, or whoever was in control of the bid for Top Rank, just got outflanked and outsmarted by Sampson.

Sampson Boxing won the purse bid for the mandated Josh Taylor vs. Apinun Khongsong title fight with a bid of $1.320 million today, beating out Top Rank’s bid. Surprising and could complicate matters since Taylor just signed a deal to exclusively fight on ESPN platforms
