          Tyson Fury was the WBA and WBO mandatory. The IBF mandatory was long overdue. As a condition of the IBF sanctioning the Klitschko vs. Fury fight, Klitschko and Fury both agreed in writing that the winner of their fight would fight Glozkov next.

          As a mandatory, Fury had no obligation to agree to a rematch clause. He had a guaranteed title shot without a rematch clause.

          Fury chose to sell Wladimir a rematch clause anyway, secretly, without the IBF's knowledge.

          When Fury refused to fight Glazkov next, as he had already promised in writing, stripping him was automatic.

            There is no rotation system in law. Each sanctioning organization is its own independent entity, are able to rule arbitrarily due to the nature of their bylaws, and are not dependent on the internal rulings of other, similarly independent, organizations.

              You're wrong. A federal court ruled that all of the sanctioning bodies MUST follow a rotation system. If they refuse to honor the rotation system, they'd be defying a federal court ruling and would be risking a massive lawsuit.
