Floyd got the Tenshin fight because that company wanted to maximize their marketing efforts and make money. They found a way to do that by bringing in Floyd. I'm sure the amount spent was recouped 5 times over. The Conor fight was UFC beginning to make its transition to ESPN, a mainstream sports network, and they all used each other to benefit the cause.

Manny and ODH are very popular, marketable fighters, as are Canelo and AJ. But Floyd got these opportunities because he drives sales and moves the needle with his out of the ring antics and his immense skill inside of the ring in a way these other guys just don't.
