The poster claimed that wins in 2009 and 2019 should go toward the last decade despite those wins being over 10 years apart.
So how can the entirety of 2009 and 2019 be in the same decade when they are 11 years apart?

This is actually a much more interesting question than people seem to realise. I actually have no idea what the rule is but there isn't a sure logic path to either way of doing it.
Because the period from 2010-2019 is 10 years you idiot
Count the years;
2009 - 1
2010 - 2
2011 - 3
2012 - 4
2013 - 5
2014 - 6
2015 - 7
2016 - 8
2017 - 9
2018 - 10
2019 - 11
Now count these years;
2010 - 1
2011 - 2
2012 - 3
2013 - 4
2014 - 5
2015 - 6
2016 - 7
2017 - 8
2018 - 9
2019 - 10
Which one equals to 10? I have put the numbers by the side to make it easier.
You need to remember that we didn't start from year 0 in the Gregorian calender. It went BC 1 to AD 1. So the very first year was 1, so to reach the first decade the count has to reach 10. You are including the year 10, into the next decade.
Year 1 = 1
Year 2 = 2
etc
Year 9 = 9
Year 10 = 10
End of Decade
Year 11 = 1
Year 12 = 2
etc
Year 19 = 9
Year 20 = 10
End of Decade

The contention isn't the number of years, it's at what point do you start counting. By the calendar year, our decade should not end until 31/12/2020 as we didn't start until 2011. This is the point I very clearly made in my example that you cut out.
