The answer is clearly, YES.

So why did he fight the weakest belt holder (Kovalev) instead?

Is it because he was ducking the other LHWs? or did DAZN insist on a name opponent for better ROI?

If you insist on the latter, why didn't the man who's taken over boxing (Canelo) put his foot down and say, "I want to fight the best; I want legacy fights"?
