The biggest challenge in becoming undisputed today is not the opponents, it's actually getting the fights made. Too many opposing promoters, managers and networks prevent fights from happening. So fighters end up moving on from divisions they could otherwise unify and become undisputed because they know they won't be able to get the fights.
