I'm going to be honest here...I think, overall, the United States may have the most boxing champions right now. I did a quick count and it seems Mexico is as high as was stated, mostly due to Bantamweight, etc. but many of the Mexican fighters like Juan Diaz were born and raised in America so, while they stay true to their heritage, they list themselves as United States boxers, not Mexican. So...it may not be a question of Mexico making champions..but of Mexican blood making champions? If its that important for you...Diaz, Rivera and De la Hoya for example are Mexican...but are American champions because they were born and raised here...so..I mean...tricky question that may not need answering?

Well Jesus, look at the divisions, there aren't many Americans / Europeans that could fight below Welter. Theres a total of 39 pound difference between Light Featherweight and Welterweight and 8 divisions... Thats equal to 32 belts possible.
Now between Heavyweight and Welterweight which there are more Americans / Europeans / Africans there is a minimal of 53lb difference but we all know heavyweights dont just weigh 201... So around 90 pound difference and only 7 divisions which have a total of 28 belts possible.
