Well to be more specific, he's saying is Joshua wins, he'll duck the mandatory that's due (Pulev), because it's not in house, and fight the mandatory that's not due (Usyk), because it is in house. Meanwhile, Hearn will trick all of Joshua's fans into believing he had to give up a belt either way, which is a lie. If the winner of Ruiz-Joshua II fights Pulev next, the WBO can't strip them. There's a federal court order preventing it.

Blame the fighters not the promoters. Without a fighter the promoter has no-one to promote. Good fighters will always have a promoter. Period. If they want to leave the decisions on who to fight on the promoters then that's the fighters problem
