Why wont Canelo fight Beterbiev next?

Canelo protectors now saying Kovalev was the best at 175, so why not go and offer Beterbiev $14m to fight Canelo? It will be easier, right Oscar? Beterbiev is not as good as Kovalev.

Is the real reason because Beterbiev won't throw the fight for $14m because he's not ready to cash out and he does not have two female assault victims henpecking him for million dollar settlements?
