Simply put, Kovalev was too accommodating and did not want to hurt Canelo, the person who gave him an opportunity to make a large payday. As another poster mentioned, Nov had no animosity or bad intentions on his punches. Kov was essentially a neutral fanboy who didn't want to spoil Canelo's "history-making" night.
The oddsmakers and spectators must take a fighters psychological profile in mind, prior to placing bets and making predictions. I made the error of thinking that both men, came to fight. In reality, one fighter was in opportunity-mode, awaiting their chance to pounce, while the other was dissociated from the fight with no intent of "Krushing" their opponent. TBH, it was written all over Kov's face and within his body language.
