Tell me more about the guy's early career, could he be considered to be The Man in the divisions below 140?

I'm not talking about his P4P theoretical potential, I'm talking about establishing that in the ring itself. Clearly in the real picture of things, he's done no more than be at contender level with a paper belt at both 140 and 147, whether you like it or not.
