Pacquiao has no intention of being a stepping stone for Spence. That's why his trainer keeps bringing up Mikey Garcia's name and saying Spence and Crawford should fight each other for the right to fight Manny. If Manny fights Mikey or somebody else next and Spence still doesn't fight Crawford then he'll be the biggest duck in boxing.
