True, Loma isn't responsible for a lack of available talent. However, it's not unfair to judge him according to the quality of his opposition. In this case, he beat a guy @ 130 who had never fought in the division or even at the division below. Mayweather gets TONS of scorn for having fought Marquez @ 147. I see no reason why the same can't apply here.
The only really solid wins on that list are GRJ and Lopez, IMO.

I fail to see what Davis, R Garcia and Haney have to do with Lomachenko's lacking resume..
I'm by no means denying that Lomachenko is a good fighter or has a good resume. That said, the debate is never about whether or not Lomachenko is a good fighter. The debate is always something silly about if he's an ATG or comparable to legit ATGs or if he's P4P #1. He CLEARLY doesn't have the resume to be P4P #1 and certainly not an ATG.
