I dont think its a definite a state will give him a license. Granted Id favor him to get it cuz lol boxing commissions, but its not a awful dog bet to think he could ge denied & pushed back a few more months.

If I was them idk that Id plan to fight in NV, CA or NY which are probably the top 3 US commissions & would be the states that I think would make him jump thru hoops to get a new license. And ideally Id do my fight in TN or AL or some other bs commission just to be a lil risk averse with getting denied cuz those states would let a overweight 8 yr old fight for the state strawweight strap.
