Anyone. There are literally hundreds of middlweights. Could have given a rematch to Matvey Korobov. Could have fought Immanuwel Aleem who is signed with PBC and fought to a draw with Korobov. That's at least two guys he could have fought instead who would have been better opposition than Hogan.

Bud doesn't have to sign to PBC to get fights with PBC, he just has to leave tr for his own career moves....he's a grown ass man & can do Bud Promotions for all I care.
