Because GGG can fight Derevyanchenko for a belt and Jacobs is not in a position to fight for one right now. I'm sure if Jacobs was the Mando for the IBF right now, GGG would have fought him again for the belt
I think Jacobs moved up because he can't make 160 anymore without it affecting his performance. I doubt he would be foolish enought to rematch Golovkin at 160. If they fight again it will probably be at 168 or a catchweight.
The Middleweight limit is 160 pounds not 155 or 157. Yes the Middleweigt division is above 154 to 160. Canelo was a Middleweight for many of his fights but strangely ranked as a JM. No Middleweight fighter can be told to fight at any weight below 160 pounds by any sanctioning body. If two fighters want to fight below that weight they have to sign a contract to fight at a catchweight. Cotto knew exactly what he was doing. He was eliminating all the fighters in the division that could not cut that much weight and still fight as effectively. That would be almost all of the top fighters at that time. Eubank, Saunders Lemieux, Golovkin etc. If he's not prepared to face fighters that want to compete under the rules of boxing then vacate his title and move back down. It was a a self centered move by Cotto. Then to top it off he wasn't going to pay Golovkin the money owed him. Good riddance to Cotto.
