Not sure what your point is. Top Rank pays sanctioning fees for a lot of guys to the WBO. They judge this is a good path to get them ranked and into winnable title fights. The PBC tends to prefer the WBA for their guys. Sometimes there are other reasons like who the best most winnable fight in your division is, or mexicans tend to be well treated by the WBC. Jose Ramirez is an example. Top rank have manuvered to make Pulev mandatory with the IBF. None of this is evidence of anything, except Top Rank being good at moving their fighters.
