If Ruiz is smart this is where he refuses to fight in SA because of the human rights violations bloodthirsty backwards regime etc.
He would then get massive public backing leaving the governing bodies with an issue.
Screw Hearn and AJ over Andy do it

He gets to drag the champ all the way to Saudi. There will be people attacking both fighters for fighting there in the press and public, but Ruiz had no choice. AJ will get extra money by fighting there, looks like Ruiz will not? If Ruiz got sum of that Saudi money it wouldn’t look so bad? They will have to fight in the early morning probably. It will be a strain on both fighters, but AJ is the one who will be compensated to fight there. So Ruiz gets all of the same inconvenience but none of the reward. It’s taking full advantage of that carpet bagging rematch clause to the maximum. It’s not a good look for boxing or the belts.
I wouldn’t want to be fighting outdoors

So Saudi Arabia is good enough for the UK and USA to sell billions of pounds worth of weapons to, but not good enough to stage a boxing event?
