it can be both, down here in argentina is really common to call each other negro even if you aren't but it also can be really racist and that's the case most of the time, we are really racist too. even if we don't have a large black population we use the word just to refer to poor people and always asociating it to delinquency.

I'm from a border town in Texas and we use n---a all the time with each other as a term of endearment lol. Sure there are racist people but they obviously use n---er instead. I think there is a huge difference.
Now that I'm in DC I try to obviously refrain, but it sometimes comes out when ****ing around with my buddies. Some of these buddies are black too, but they know I don't mean **** by it.Comment
