Prison system. Slavery is illegal unless you are a prisoner. 50 percent of the crimes committed in the USA aren't jailable offenses anywhere else in the world. Drunk driving is a killer, but instead of putting breathalyzers in every car to cut down on some of the deaths and injuries per year, they just send you to jail after the fact. They fail at keeping drugs from getting in the country but at the same time they punish the people who they were unable to protect from drug addiction by sending them to jail. Drugs are the only crime where there is no direct victim but every party directly involved are eligible for a lengthy prison sentence.

Yes they could have staged it Japan or the UK or anywhere else, but the Saudi's put up $40M for a site fee.

If that doesn't every answer you have I don't know what would. They already have Ruiz on a flat fee, so Joshua & Hearn get basically all that.

Put that into context, that is probably more than Wilder v Fury 1 total purse and their prior total career earnings, plus Ruiz total career earnings, just in site fee alone.
