I think Horn won fair and square the first time out, but that's not to say that Pacquiao has any business with him now since he's just rose to prominence again by beating a top welterweight and Horn's only win since getting spanked by Crawford is a win over the empty shell of Anthony Mundine. If Horn wants big money fights like Pacquiao again then he needs to find a way to become relevant at the division again, which he probably won't be able to do before Pac retires for good.
