it seems as though he sees the Commey fight as a roadblock that could derail his road to a Lomachenko fight.

Without Commey he won't get the belt. Without the belt he's not interesting to Loma. At first, Loma started the he need belts and Lopez is not interesting without it, even with Rigo-style PR. At second, fighting Lopez right now is a no win situation for Loma, because last fight has shown that Lopez is not as good as he talks about himself.

I see this situation as Lopez finally recognizing that he's far away in level not only from Loma, but also not way better than Commey and he can lose there. So he understood that fasttracking would derail him.
