You should actually read the WBC’s rules and regulations on doping. They can be found here:

It’s the responsibility of the local commission to require and handle the drug testing — which means they can use UKAD or VADA or whatever is their protocol. It doesn’t say anywhere that “a boxer who passes a VADA test but tests positive for a banned substance when tested by another agency is deemed to be within WBC rules.”
Furthermore, it states very clearly that any boxer who takes any drug or medication MUST report it no later than the rules meeting. Unless Dillian happened to say ‘Oh by the way I’ve been gobbling anabolic steroids” at the rules meeting, that alone coupled with a positive test makes him not in compliance with WBC rules.
In short, you’re just making stuff up.
