The NSAC doctors interviewed Pac's surgeon in the dressing room and examined Manny, determining that there was no proof of an injury and the surgeon stated himself that Pac was at full strength going into the fight and did NOT need the shot.
Pacquiao’s advisors notified the U.S. Anti-Doping Agency of the injury, according to the statement, and detailed the “treatments being proposed,” including a possible injection of the anti-inflammatory Toradol, a non-steroidal prescription medication.

Pacquiao attorney David Marroso said USADA informed the camp that Toradol did not require a The****utic Use Exemption to be used in the in-competition period.

The medications were listed on a pre-fight medical form

so you see what happened? they stopped him from using something that was legal while letting floyd do something that was clearly illegal. now you see why pacs team was so hesitant to hand over power to floyd and a program they were unfamiliar with? they got scared so they didnt do anything that they would normally do. floyd meanwhile knew he could just use tue's to cover everything he did. floyd actually used the drug testing as a way to gain an advantage when its supposed to make things "fairer" it was brilliant. a mastermind plan when you think about it.

You are not thinking about this properly.

      1. The commission asked if he had an injury via their physical questionnaire and he stated no.

      2. Two commission doctors checked him out and found no evidence of an injury.

      3. His own surgeon who had begun the process of shooting him up with Toradol admit to the commission that he didn't need it.

"It's been stated that the NSAC had been advised of Manny's shoulder injury. That's totally incorrect. It was said we were informed by USADA, and USADA never informed us. With the number of years Top Rank has been in business, they know that, if they want to inform us of the situation, they should be telling us. They shouldn't be telling USADA to tell us. That's just unacceptable. We interviewed the physicians representing Manny, and they advised us his health and safety would not be at risk if he fought without the injection."

He didn't tell the commission anything at all about an injury. It is against the commission's rules to allow a fighter to come in at anything but a natural state. You simply can not take Toradol without proof of an injury. Why would you think the commission would allow you to take toradol which is an extremely powerful pain killer in a boxing match where your opponent is trying to inflict pain, without any proof of an injury???

USADA had nothing to do with it. Pacquiao contacted them to ask if any of the painkillers were against their anti-doping program and they replied no. Whether they knew he tweaked his shoulder (which is what this was about) is irrelevant because this was not an anti-doping issue and had nothing to do with USADA. Plus, his shoulder was fine going into the fight, as stated clearly by his surgeon. See for yourself.

“Manny was having shoulder pain during his training period. This was several weeks before the fight…it was essentially an aggravation of an old injury. This is pretty standard for fighters, and there is no such thing as pristine tissue in high level athletes. We treated the aggravation (with permission from U.S. Anti-Doping Agency) and he was back to his normal strength going into the fight.”

Also, you are giving more false information. If Pacquiao was so hesitant about USADA, which again had nothing to do with this, then why would he have considered using USADA for his match with Rios? It makes no sense.

And I'm not sure if you realize that a TUE is a rigorous process that is approved of by a committee of independent doctors that don't even have the athlete's name on the application. Come on, bro. You are just speaking out of emotion.
