Where did you hear that bit about there being a proposal by the WBC board of directors? Whyte vs. Rivas was already announced and still two months away when Hearn said Whyte would accept Fury's offer. Easy to say you'll accept when you can't actually accept. We'll never know what would have happened had the fight actually been possible at the time.

He can still accept. Wilder booked Ortiz and provisionally that Kowanacki guy when he had the Breazeale fight next.

There's a difference between in house fights being penciled in if everyone wins and fights between promotional rivals that will likely go to a purse bid. We've already seen that when Whyte loses a purse bid for a final eliminator, he pulls out. So we really don't know if he would have accepted the fight or not in the moment of truth.
