This has been posted like 5 times. Split check the pic. Manny tested on January 8, 2019. Doesn't indicate in the last column it was part of the CBP. The results from the other test were still pending as of this tweet.
Also note he wasn't put back in the WBC rankings. That could be because by this time he was WBA champion.

I dont even remember my point, but posting ‘18 info is pointless. Cbp is obviously much more stretched out than regular vada, and they likely dont bother when you are doing regular vada. Canelo is on 365 vada but those out of compeition tests are not “cbp’. Eleider is in the rankings but no “cpb” likely due to the regular vada for the kovalev camp. So there is no “proof”.
All we know is that pacquiao did vada for broner, and is doing similar random testing via the nsac vs thurman as per sean gibbons and now corroborated by bob bennet. What’s not corroborated is gibbons saying pacquiao is on vada 365(which could be like the testing donaire and bradley did before the cbp, which is what i assume canelo has been doing), but telling the truth on one hand adds credence to the other.
As to the reason why there might be no vada in this fight.
An assumption the Manny Pacquiao v Keith Thurman fight would have no drug testing procedures in place has been further elaborated on by the NSAC.
On the back of Pacquiao representative, Sean Gibbons explaining the situation to WBN, Nevada State Athletic Commission chief Bob Bennett has added to those comments.
Gibbons told WBN on Tuesday: “Nevada State Athletic Commission is using VADA style testing for Manny Pacquiao’s fight with Keith Thurman.
“It should also be noted that Senator Pacquiao is enrolled in the World Boxing Council / Voluntary Anti-Doping Agency (VADA) 365 24/7 program,” he added.
Bennett, updating from Las Vegas later on Tuesday, said both fighters would be monitored.
“As you know, the PEDTO conduct random testing for the promoters. Also, a few Commissions to include the Nevada State Athletic Commission (NSAC),” Bennett exclusively told World Boxing News.
“The NSAC does it best to ensure a level playing field for all unarmed combatants when they fight in the fight capital of the world.
“We randomly test in and out of competition for our events. We also incur some of the costs,” he added.
Pacquiao and Thurman are both in agreement with how the build-up will be conducted ahead of what is an important fight at the MGM Grand.
‘Pacman’ bids to add yet another title to his haul by taking Thurman’s WBA strap. A slight underdog, Pacquiao is hoping to prove age is just a number at 40.
Thurman also has something to prove with just one fight in the last two years. Since defeating Danny Garcia in March 2017, injuries have kept Thurman’s activity to a minimum.
Only a close points win over Josesito Lopez is to show for his efforts. This has let to murmurings ‘One Time’ is already past his best.
All will be revealed once the pair get down to business in the fight capital of the world on July 20, live on FOX PPV.
If you are fine that the commission is handling the testing and not VADA, cool. VADA style testing clearly isn't the same as the VADA testing we are all talking about.
A new article shows there is random testing as confirmed by Bennett, NSAC Chief:

Yeah I posted this article. There was never any question if the commission was doing it.
There was a question if there is VADA/USADA PED testing. The answer is no based on article from thebadlefthook.
Other question was about gibbons statement to win. That hasn’t been substantiated. He clearly isn’t accurate.
