This isn't the first time the WBC has removed fighters from the rankings for failing to enroll in the Clean Boxing Program, which aims to combat PED use in boxing through out-of-competition testing and creating awareness about the dangers of using banned substances. Names such as Manny Pacquiao, David Haye, Jarrell Miller, Errol Spence Jr., Lamont Peterson, Liam Smith and many more were out of the WBC's top 15 at one point for not being in the Clean Boxing Program.
