Why doesn't Jermall start going public about how he is getting used as a pawn by the WBC. He's Canelo's mandatory at least untill they change their minds again. I want Golovkin to fight Canelo but fair is fair. Whether anyone thinks Charlo deserves his spot is irrelevant IMO. The WBC should enforce their own policies.
Ruiz was the exception and Joshua needed a filler. Canelo and DAZN dictate, not PBC and Haymon. Jacobs signed to DAZN and he got his shot. Charlo is gonna rot as the mandatory at PBC and it serves him well.

Whether or not PBC has Charlo is irrelevant. Restricting access by a Broadcaster to one of their fighters because the opponent isn't signed with them is illegal in the US.
