Off the top, I'm going with these three:

- Wilder: never unified and fought selected overmatched Uber drivers tailor-made for him in his title defenses.

- Fury: the ultimate opportunist and Chisora is the biggest name on his resume, apart from Wladmir and Wilder. Never defended his titles nor honoured signed rematches.

- Mike Tyson: looked great against mid-level fighters but never won against an elite fighter.

Mike Tyson fought absolutely everyone in his era. there's zero case to say he was protected.

Tyson fury fought Klitschko away, and Wilder away. not exactly on page one of fighter protection.
