You are missing a few facts in Ortiz story. Eddie's initial offer was $6m. Too low from $500k or $1m Ortiz made in Wilder fight? Ok, they offered $7m. Still too low? And then Ortiz camp started showing their dirty laundry and pointing fingers at each other while not dis*****g the fact of $7m. IMO, under no circumstances $7m is a low ball offer. It may be insufficient for some - fine, but that's not a low ball offer by any standard for somebody like Ortiz. Therefore I'd say that Ortiz just didn't want it.

P.S. I see no reason to believe Eddie over Ortiz or other way around, but we are dealing with the facts that we have. I have no other information or insight into this be it from Eddie or Ortiz's camp. So..yeah, Ortiz ducked AJ for $7m. Why? Its an open question.
