Boxing history doesn't have enough OST to say anyone is the leading cheater & it mean much of anything. Only a tiny % of boxers have been tested up til a couple years ago. And idk that the CBP the WBC is doing on a wider scale isn't full of holes with testing boxers frequently enough for that to be catching people.
