What needs to happen in order for boxing to regain its popularity of 90s/early 2000s?

You have to at least be the #1 combat sport out there and that's not happening anymore.
they're combining them a bit now. and dana white is coming over. it's getting big now.

The climate now will not allow sports like boxing and horse racing to return to the prominence they once held in the US Sports landscape.

Boxing because of the concussion studies and horse racing because of the inhumane treatment many of the animals (and jockeys) are believed to be subjected to.

I think you can make 3 improvements that will help make boxing better immediately:

        1. Eliminate all bogus organizations (WBO, IBU, IBO, WBF, IBA) and combine the WBC, IBF and WBA into one organization.

        2. Make one world champ in each weight class division and have "regional" champs (north America, Mexico, England, south America, Africa, Europe, Asia, Australia) you must have a regional belt to fight for the world title.

        3. Eliminate all network and streaming service exclusive deal for fighters/promoters/managers and allow all networks/streaming services to bid on fights. This way there is more incentive to make the fights fans want.

Combining what exactly? Boxing isn't as popular as MMA and the ratings dictate that.

MMA as I stated has surpassed boxing and that's not changing anytime soon. If boxing isn't even the #1 combat sport in the country, how is it going to regain its form from the 80s and 90s?

Copying the UFC model might help. Get ALL the fighters under a singular financial scumbag (Dana White) and then make them fight! Of course this monopoly would take away the multiple finance scumbags and also the mammoth paydays for the elite fighters. But it would certainly drive the sport up in terms of the audience and popularity. And there is still good money involved. Boxing nowadays is known moreso for financial weaving than actual combat.

Sure, that was a one time thing where you had the biggest MMA star and the biggest boxing star facing off. Doesn't mean that is going to become the norm.

I mean because there was more money for that fight in boxing? Or that Floyd would have never agreed to do it in MMA? Why do you think it was done in boxing? I hope you are not trying to imply because it was done in boxing it means that boxing is more popular than the UFC stateside?
