Who is going to ban him? This isn't USADA wo actually have a right to ban an athlete. VADA doesn't have that power, we don't have one boxing organisation or body. So who is going to ban him? He wasn't a mandatory neither.

Thats the problem right there. USADA allows TUE's, which is BS! VADA does not.
