No, Pacquiao is not the best fighter for Spence to fight, but he is the best choice for Spence to fight next.

But sure a Prime Spence would pose a tougher task for Pacquiao.
Bradley and Cotto are physically smaller. Clottey just came to survive.
Spence's high work rate, accuracy and he is a big welter so his size and reach advantages will make it tough for Pacquiao.
But Pacquiao also had a very high punch output, more so than Spence, very accurate, better foot work, speed and power.
Pacquiao's speed has dropped off, he cannot sustain the pace he had, his foot work is still there but lacks that foot speed and cannot keep up the pace of that constant movement now.
Punch resistance has faded and lacks that power as well.
