For a good 3 years he really was one of the best P4P guys, Tyson was never the same after Douglas knocked him out.
But no Tyson is not the greatest P4P of all time, not even in my top 10.
I don't think you can rate him as the best either since he is more of "Should of been/had the talent to be", but you have to give him this, for his height, he did well, and for a man that weighs 220lbs to have the ability to move that fast, throw combinations and move like a middle-weight (if not better), and had the power to back it up (which is rare to have that type of combination in the heavyweight division), that says a lot.
People like Tyson, in the heavyweight division, how many have you ever really seen with that type of ability?
And, if you look at what I said, this is why people love him and hate him: they loved watching him in his prime because they thought they were witnessing greatness, then **** happens and he couldn't handle it (though reasonable), and people hated him for it...they didn't want to think he was that good anymore because they didn't want to feel the letdown.
