Well, I guess it is discretionary. Anthony Joshua and Eddie Hearn have the right to pay an opponent anything they so choose.

Fury is too real for them. Too unpredictable and doesn't appear to be controlled by money or the whim of the fans. That and to celebrate him is to celebrate his heritage, something many aren't willing to do.

True. However, Fury has earned his respect the old fashioned way. And he has matured, he says some things that show how much depth he has deep down in his priorities. He knows the money is important, but he won't let it rule his attitude or disposition. He is imperfect but I think he enjoys boxing as much or more than any other fighter. Kudos to him (and I was no believer before).
