Roy fought very good competition throughout his career, his wins over Hill and Griffin were probably his most impressive performances. I don't like the way you try and belittle his wins over Toney and Hopkins (which is silly), but the whole reason you made this thread is because you don't like Roy, obviously.
Roy can be criticized for a few dodges- Michalczsewski being the huge one that hurts his legacy. He took less money to fight Woods when HBO wanted the Jirov fight and offered more money for it. It was really towards the end of his LHW run that he went into cruise control a little. But he always put on very good performances, no matter who he faced, until Tarver came along.
The hit to his legacy will always be that he spent all those years at LHW and never became the LHW champ.
But as for level of competition OVER HIS CAREER, and how he performed, he's light years beyond Hopkins and Toney. Remember Hopkins had a rematch gift-wrapped and laid at his feet and turned it down. Toney always seemed to have a key loss come about to ruin a Roy rematch, like his losses to Griffin. Roy would have beaten both of them in rematches.
