Usyk won't hang around at Cruiser long enough for WBSS2 to finish, at most he'll have one more fight before moving up. I'm sure Lebedev was given something like champion-in-recess status by the WBA when he didn't enter the last WBSS, so he is the only option at CW if Usyk doesn't immediately move up to HW and stay there.
I don't see there being much of a financial or legacy incentive for Usyk to face Lebedev in what would probably be an embarrassingly easy defence; more likely he fights a fringe contender or top-end journeyman at HW then sits and wait for a title shot with one of the big lads.
