I think this simple reality is being overlooked.
Whyte has more options than people are realizing with PBC in the UK now. He could even push the the fight to a purse bid in the UK if he choose to to see who's willing to pay the most to the fighters putting Hearn & Joshua in the awkward situation of fighting on ITV PPV or dropping a belt.
I think Whyte is perhaps making a bold ass move here to insure he gets max value for this rematch but thats just massive speculation obviously cuz this is early on & could be easily resolved if Hearn just started being less into gamesmanship & media negotiations.
