I think he was. It was pretty much obvious to everyone around that time that Pacquiao was using.

at the end of the day, it will be floyd's legacy that gets affected by this. How much is unknown. When pundits discuss floyds ATG status, they always talk about something to the effect of "choosing opponents at the right time" type talk.

I don't know how much it will affect his greatness, but I know its something the experts never forget.

Will it define mannys ATG status? I don't think so, at least not by much, if any(Manny didn't have a reputation for ducking anyone at the time, though his camp is definitely keeping him away from Crawford). Floyd probably gets the bigger hit, since there was already su****ions of ducking/cherry picking(lets be clear, everyone does it) throughout his career.

I would contend if floyd didn't have that reputation, and lets say because he took more risks, he ended up with 1 loss as a result, his ATG status would be higher than it is now(my opinion).

I think PAC refusing to take the test is worse than Floyd requesting

Because he thought Pacquiao was juicing?

You should be asking why that was a deal breaker for Pacquiao even though he ended up agreeing to it and a lower split eventually

They seem to already forgotten because everyone rates him much higher than anyone else that fought in his era

I don't know, probably because why the hell should he give an inch to this person he believes is not negotiating in good faith?

Remember, Floyd didn't ask anyone except Pac. Quite a compliment I think.

Blame to go on both sides.
