I think it's really close. Ortiz is a really good heavyweight. GGG went 1-1-1 vs Jacobs and Canelo in his only 3 good opponents. Very similar resumes.

opponents fail ped tests, some divisions have more good fighters, fighters are ducked - sometimes ducked when in their prime and then lose when they are over the hill,
a lot of these factors are out of the fighter's control at times

Jacobs is a better win on paper, Ortiz claim to fame is beating up Michael Jennings who rank even lower than Mora imo since Mora beat Forrest so at least beat somebody relevant in his career unlike Jennings.
GGG is old and went competitive with a prime Canelo.
I rate high Fury draw bro but Fury was not prime bring inactive and obese 10 months ago, still Wilder struggle d and could not stop him late rounds.
