They receive a phone call just before the test. They answer it and tell the collector where they currently are. If they do not answer the phone and do not answer their door, well that is a skipped test. Both brothers apparently did not have their phones on that day.

They do. They call the day of the test. Are they supposed to know the whereabouts of a fighter of every minute of every day? Is a fighter supposed to sit home and wait for them to arrive especially not knowing what day or week/month they will show up? They are not psychics. A call is made to confirm exact whereabouts of whatever locale they are listed in their Vada timeline. If they get no answer, they may knock on their door and check their gym. Yes that is pretty random. They do not sneak up on you in the middle of taking a sh|t! LOL
