Weren't they at a PBC event out of town? I miss calls all the time, God forbid they do as well. If they did it intentionally then ok, but I have yet to read anything saying they avoided the test on purpose

They receive a phone call just before the test. They answer it and tell the collector where they currently are. If they do not answer the phone and do not answer their door, well that is a skipped test. Both brothers apparently did not have their phones on that day.

Even if they did answer the phone do you really believe that VADA was going to fly out to where they were doing promotion for PBC? It also weird that the test are random yet both Charlos where chosen to be tested that day?

Not saying they would admit it but there would be something showing they avoided it if indeed they are investigating why the test was missed, but hard to do when it's a random test they shouldn't know about in the first place.

I'm going to put very little stock into whatever his Team, or the WBC say about this. Odds are, he's timed his cycle wrong and been busted.

Everyone is doping - it's just a matter of who slips and gets caught.

And for anyone even thinking for a second that it could be an "over-the-counter" mistake - wake up. These guys have the rules absolutely drilled into them. They're on call to be tested 24/7. They've all had to p*ss in a cup multiple times. Every single one of them has immediate access to the prohibited list, and every single one of them know what's okay and what's not.
