It would depend on how he won, in part. Regardless I think that if Fury wins he'd be #1 and Joshua would be #2. Joshua has the best resume at heavyweight, it's inarguable. It would still rival Fury's if Fury beat Wilder, but he'd be a close second. If Fury then fought Joshua the winner would be #1 and no one could make a valid argument against them.
The only way for Joshua to surpass him is to beat him. But honestly, AJ and company claimed they didnt want fury because he was out of shape and out of boxing. That's bull**** because Wlad, his best win, was barely any different.
Wlad was coming off a long layoff too and to top it off AJ went life and death with a guy who was 41 on his home turf!
I also think if fury wins, and wins convincingly he is the new #1 despite having less belts than AJ.
Wilder called AJs bluff, and as a third party with no bias in the HW division, embarrassed him bad. Then to top it off Fury jumped in and AJ got left out. It was a bad look regardless of what happened behind the scenes.
As it stands, AJ's best win is a Fury leftover, an inactive 41 year old leftover at that. That's not knocking AJ, it's just a fact.
Fury would have a better win over Wlad and then Wilder on top. AJ is building a nice resume, but Fury would have two much bigger scalps. Not to mention that Chisora might end up being AJ's opponent in April and Fury has already made Chisora quit on his stool and has two wins over him.
When Fury wins tomorrow, nobody can question who is the number 1 when it comes to facts.

Wilder is a more dangerous fight than Joshua, Joshua doesn't have anything special at all except size and conditioning. Fury beats him so easy it's not even funny.
Fury and wilder both beat Joshua. Fury beats them all.
