Your post happens to also be erroneous and ill conceived, as Hearn revealed earlier that he was working on a new offer that he will present to Wilder on December 2nd. Finkel was asked about that offer, and this article was a text response from Finkel as it pertained to that specific offer. So no, Finkle doesn't have this offer on his desk.

Oh he has used those exact same quotes for previous percentage offer that Hearn made. I’m kind of used to his stand off stance now.
