Most of the folk who have Usyk as a P4Per had him there before beating Bellew (including the widely respected panel of the TBRB, incidentally, who had him #4 in their October rankings). I get that he hasn't been on TV much in the US though so perhaps it's not so odd that the regard in which he's held is a surprise to you.
This fight didn't really elevate him so much as solidify him I think.... although I'll say once again that P4P is utter garbage conceptually anyway. Besides everyone has a different way of gauging P4P some are more eye test guys, some resume dependent and so on - and even then how the **** do you actually objectively compare fighters from different divisions?
Give me a precise formula for how many 2015 Matthysses a 2016 Lebedev is worth in todays currency and we can start to have a discussion.
