As for level, I'm not sure what domestic level means as he's shown he's better than that. However, he's one of those solid boxers that always falls at the elite level - a bit like Nathan Cleverly. Bellew and Cleverly were clearly evenly matched in their two outings, and indeed, as soon as Cleverly took on an elite opponent in Kovalev, the class difference showed, ditto Bellew and Stevenson (and it hurts to call Stevenson elite, but in his prime I think he was).
Bellew made it to the cruiserweight title by beating a couple of good, solid opponents - but elite they were not, and certainly not at the Gassiev and Briedis level. I agree that Bellew loses to both Briedis and Gassiev - he would also have lost to Lebedev back in 16 when he was beating Makubu for the WBC title. So yes, he avoided the real threats, so 'manufactured title' does carry some weight.
Once again he's going up against and elite level opponent who isn't old and crook, and once again we'll all be reminded of the difference between elite and Bellew/Cleverly level opponents.
