              The fact it wasn't ordered means Porter obviously, as expected, didn't make the request.
              That was before Thurman made his request. Thurman made his request at the WBC convention and once he did, he jumps in front of any fight, that includes a Spence unification, because the Board or Governors gave him that power by vote when Thurman relinquished the title. And a unification bout with a different champion requires a 3/5 vote by the WBC's board of governors, so Sulaiman can't just arbitrarily make that decision, it is actually a federal law included in the Ali act. Any change in rankings and mandatory's have to be reported to the Federal trade department, and the Board of State Athletic commissions, and has to follow a clear and concise process. By the way, Spence can also request in writing to be ranked as Porter's mando., And the WBC would vote on it. They would also have to vote again to give the unification bout precedent over any other bout. Approving a unification doesn't automatically give that bout priority, unification once approved, is treated as a voluntary unless an additional vote of 3/5 of the board gives the bout precedence.

              So Spence could have requested the bout, but didn't, neither did Porter, which would have not mattered anyway once Thurman requested his bout.

                I'm a little torn on this one. First both Bud, and Spence pass the eye test. They are highly skilled, though they both get hit a lot. They look like beasts, and are clearly top notch at the Welterweight division. By virtue of those things, yes, I am salivating at the prospects of Thurman, Spence, and Crawford going at it. But on the other side, they don't have much in way of resume to suggest that they deserve to get an immediate bout against Thurman. I think if Thurman defeats Porter, both Bud, and Spence need to fight DSG or Porter, or even each other before they get a shot at Thurman. I'm truly torn, I see the merit in both arguments, and honestly would not be bothered by either argument winning out. The reality is Thurman (although out for a while) has done more at the division than both Bud and Spence, and right now they deserve the fight based on the perception of skill, but boxing has also been about fighting the best until you get to "THE" best. Torn lol.
