Depends on your definition of legit. They don't accept bribes anymore, but the WBC never did to begin with. The IBF is the most fair in that they don't play favorites. But boxing is a business, and the WBC caters to the stars the same way the NFL and NBA do. Is it fair? No. But this is show business.
Who's the worst four-weight champion in history?

Broner is bad enough for me. He just barely beat Paulie so what does that say? He fought to a draw with Vargas. He got some decisions he didn't deserve and got to fight weak opponents for vacant titles. Every time he stepped up in class he got his ass kicked. He never beat a really good fighter.Comment

It says he jumped two weight classes and beat a very good fighter.
Paulie was Continental Americas champion, North American champion, International champion and World champion at 140 pounds.
Paulie was North American champion, European champion and World champion at 147 pounds.
Paulie had to go to enemy territory and knock out an undefeated Senchenko to win a world title, who then knocked out Ricky Hatton in his next fight.Comment

What does World Champion mean nowadays?
I'd add Cotto and Mikey Garcia to that list.
Once again, people are now choosing "titles", e.g Canelo going after Rocky Fielding, who is an unknown person who somehow has some kind of a belt by beating another unknown person.Comment

Donaire imo. The premise of this thread is kind of ridiculous.
I don’t know if the “worst” 4 weight champion is even fair to discuss. Guys want to crap on Broner, I get it. But geez belittling that accomplishment seems petty.Comment

Nonito Donaire and Adrien Broner are into different stratospheres when it comes to boxing ability and accomplishments. Take your chocolate-tinted glasses off.Comment
