          Broner, he won two vacant titles against weak opposition and the other two against decent fighters but who were never the best in their division.

            One of Arce's is a WBO belt from before the WBO was recognized, so I'd say he's the worst.

              Gamez gets my vote. He has 2 names on his resume that I've heard of and he lost to both of them.

                Typically the media doesn't count interim titles when referring to how many divisions a fighter has been the champion of.

                They do count WBA world titles held while there is also a WBA super title, but also seem to count the WBA super title. The media is inconsistent on whether to count the Ring title (they shouldn't, now that Golden Boy owns the Ring title).

                You also then have the lineal title, which doesn't make sense to count if you're going to also count the alphabelts, but nonethless you end up with 7 world titles per division according to some people.

                    Jorge Arce definitely. Broner had at least beat respectable opponents like Allakhverdiev, Paulie and Demarco. Arce beat cans from Indonesia and Mexico.
